Joseph Pothier received his MA in diplomatic / military history from the University of Wisconsin - Milwaukee in 1983 and his Ph.D. from the University of Kansas in 1989. He is currently [1993] revising his dissertation, "The Eagle and the Anchor: The Influence of United States Navy Policy on American Foreign Relations, 1933 - 1941," for publication
