Ampère’s Circuital Law in its differential form can be obtained by taking the curl of the Biot-Savart Law. The question is whether or not this will expose Maxwell’s displacement current explicitly. This matter will be investigated in both the Lorenz gauge and the Coulomb gauge. See here,
